1) If legitimacy is relational between the state and the political subjects and their demand for incorporation, what to do with those who don’t express this demand? Would they be forcefully excluded or forcefully included?
2) If legitimacy is a process on what basis would the judgment of transcendence based on? Since legitimacy is a far a way goal why bothering?
