1.)   This is more a comment than a question: Simmons critique seems somewhat odd considering that if the legitimacy to obey the law is not a duty, how would a society share values and norms? It seems important enough to consider values and norms (e.g. responsibilities) as a result out of the duties even though this may is firstly a practical concern.

2.) Are in Rawls understanding political obligations second order obligations to the political duty as the first order obligation?
