1)    Rawls distinguishes between institutional and individual principle of justice in so far the individuals principle needs to be coherent with the institutional principle of justice. He seems to suggest a super-ordination of the institutions and their principles, how does he justify that?

2)    According to Rawls the condition for the principles of justice is a well-ordered state. Obligations of fairness only derive according to Rawls by this condition. Does that mean that a responsibility that derives out of the principle of fairness only exist in a relative stabile country and obligations of promise cannot be deployed in non-well-ordered countries since the institutional condition is not right?
