Please read A. John Simmons (1979) Moral Principles and Political Obligations. Princeton University Press, ch. 6. pp. 143-156. I also recomend reading Ch. 1 and 2. of the same book or the entry on Political obligation from the Stanford Enciclopedia of Philosophy. For those of you who are interested, read G. Klosko, "Political Obligation and the Natural Duties of Justice"  and/or Jeremy Waldron´"Special Ties and Natural Duties".
