2) As far as I have understood Beetz, the acceptance of domestic plurality needs be represented on supranational level of the EU without a parliament but rather a demoicratic congress. If this is the case, Beitz argues, that the legitimacy of EU cannot be used for a domestic political agenda of separation like it was the case in the UK. However, what would be the consequence if a state change to a non-democratic regime?
