1.    How the people (like Helots) could make economic and social arrangements with people to only whom a state gives justification of legitimacy (or authority) where the Helots are living in the same territory? How would Williams respond to some areas of a country which demand independence from their state which they perceive as not fulfilling the BLD (or say, illegitimate)?

2.    In some states it may be impossible to legitimate power to all and we may have to accept that some people are simply being subordinated (paramilitary Catholics in the recent past in Northern Ireland spring to mind) (p. 473 2nd paragraph). So, what does he say about the marginalized or the disadvantaged people or the minority? Would he simply say that those people are not the subject of the politics and therefore irrelevant to say the state is illegitimate? I could not find further explanation as to what those disadvantaged people should do in order to have a state which offers justification for legitimacy.
