1. Hall's discussion of Nazi Germany leaves unclear to me whether Williams would have considered it legitimate. I understand that for him, legitimacy is a spectrum, so where would Nazi Germany have stood in terms of legitimacy?

2. This isn't exactly a question, but I'm just thinking about how self-interested judgements of practical rationality versus more properly abstract/theoretical/normative judgements function when people are "making sense" of authority. I don't think its possible to specify exactly, but I think it might be interesting to give an account of how these different considerations come into play.
