(1) How would Williams respond to the argument that in non-liberal societies (generally) the ruling group would legitimise their coercion through limiting the proliferation of education? This can be through indoctrination, or merely limiting exposure to alternative ideas (e.g. pre-Gutenberg Europe). Would such societies meet the BLD, and is my disagreement that such societies meet the BLD only due to my own ingrained political views (living in a western liberal society)?

(2) As I understand, the BLD has a demand that a large proportion of citizens must not necessarily consent to the legitimation story, but rather accept it as good enough; this to me appears to support a notion of compromise. Does that mean that societies which lose the ability to comprimise also no longer meet the BLD?
