have an impression that Williams objection to PM which he thinks cannot explain
(or is irrelevant with) the normative criterion for a legitimate state does not
provide other convincing explanation.
2. Because we do not
know whether what we know and see is “right”, he says that it is a matter of who
wins or loses to be justified by the society (p. 13, 2nd paragraph).
Then the question raises, what bases the citizens to accept the state where the
citizens evolve and get more civilized (modern) overtime?
