1) Horton connects political obligation with membership and the identification with it. Even though he argues, that there is an indirect acknowledgment of membership his argument seems shortsighted considering domestic minorities. In case of Roma and Sintis who in many cases do not get recognized by states as a legitimate minority would they still have political obligations even if those are unjust?
2) What characterizes the scope of membership in cases of overlapping institutional bodies? Would the membership in Germany be overruled by the membership as a EU citizen?
