Questions for 16.5.

1. Can "having political obligations and obeying the law" create an even more deep feeling of connectedness than otherwise would have been? (As we have something that all members share).

2. A too much philosophical question I guess: Does a "feeling" of obligation really means that we also really have these obligations? (Are there some exceptions?)
