1) Is it reasonable to assume that an express consent (as opposed to tacit consent) is one of legitimacy's main determinants, specially in the case of non-mature (or underdeveloped) societies?
2) What would be an adequate form of constantly expressing consent in modern societies? What about supranational levels (i.e. European Union)?
