In recent years, energy policy has become one of the most dynamic policy areas of the European Union, despite the fact that the EU and its member states share competencies in this field. The classic energy policy “triangle” of security of supply, environmental sustainability, and competitiveness—recently expanded to include social justice—poses significant challenges for European policymaking. At the latest with the Russian invasion of Ukraine, which had an immediate impact on energy markets, forward-looking and effective policies have been required to address challenges such as climate change, the energy transition, and relations with non-EU energy suppliers. The seminar places particular emphasis on European integration in the field of energy policy, examining how competences, institutions, and policy instruments have evolved at the EU level. It also focuses on multi-level governance in the European Union, analyzing the interactions between EU institutions, member states, regional authorities, and non-state actors in shaping energy policy outcomes.
